Three State Vaping Information Pages, Three Different Kinds of Answer

California's searchable list, Indiana's dated notices and Iowa's publication-status page are not interchangeable. A small audit shows what each public route can—and cannot—establish.

Typing a brand name into a state website does not necessarily answer a single, consistent legal question. One page may contain product-level entries, another a revised enforcement notice, and a third an announcement that a directory has not yet been published.

That is what a comparison of California, Indiana and Iowa’s official information pages found on October 26, 2026. The sample was chosen to examine three different publishing formats, not to rank states by policy or recommend a place to sell products. It is a guide to public records, not a determination that any particular product is lawful.

Official entry point Format observed What to check first
California DOJ Unflavored Tobacco List Filterable table with packaging/brand-style and UPC fields, plus a CSV download link The precise product identity and the list’s stated scope
Indiana ATC Tobacco Information An index linking individual notices, including dated revised notices Which revision applies and what its attached document actually says
Iowa Department of Revenue Vapor Products Directory page Publication-status notice, definitions and separate information for affected groups Whether a directory has been published and which dates remain current

A table is not a complete legal clearance

California’s page explains that the UTL concerns covered products under the state’s flavored-tobacco restrictions. Its identifiers are more specific than a brand name: the table includes packaging and UPC information. The page also points to legislation and regulations and notes that local governments may have stricter restrictions.

Those features make the list useful for identifying the record being discussed. They do not turn a match into a universal approval covering every legal requirement. Nor does a spreadsheet downloaded on one date prove that the list has remained unchanged since then.

Indiana presents a different research task. The ATC index links foreign-adversary product notices, including a second revised Lost Mary notice dated September 24, 2026 and a first revised Mr. Fog notice dated September 22. An index entry identifies a document; it is the document’s scope and exceptions that determine what the notice says. A newer index update elsewhere on the page should not be mistaken for a new effective date for every linked notice.

Iowa’s page states that its directory has not been published or taken effect, and that the previously announced publication and penalty dates have been delayed. A manufacturer application route is not the same thing as a public list of completed entries. The status notice must therefore be read before looking for a product result.

Keep a record of the question, too

A useful research note contains the agency, page address, date checked, document revision and exact issue being investigated. Preserve the relevant product identifier or notice paragraph rather than only a brand name. This makes a later correction possible if the record changes.

Federal authorization is a separate check. The FDA’s authorized e-cigarette page is the federal source; state-list terminology should not be substituted for an FDA decision.

This comparison records the public formats and statements visible on the check date. It does not test every search result, reconstruct each state’s full archive, or resolve pending litigation. Missing or ambiguous information calls for a narrower conclusion—not an assumption that a restriction has disappeared.
