Key points

  • FDA authorized 24 Modoral Brands Velo pouch products on October 30, 2026; all are listed at 4 mg nicotine.
  • The total combines eight product names with three container types, each using certified child-resistant packaging.
  • FDA’s announcement and authorized-product list disagree on one Velo Mini Pouch 2 flavor; the article identifies both versions.

British American Tobacco’s Velo brand received U.S. marketing authorization for 24 nicotine pouch products on October 30, 2026. All are listed at 4 mg of nicotine, with Lime and Passion Fruit among the flavors named by the Food and Drug Administration.

The 24-product total needs some unpacking. The decision covers eight product names, each in three types of container. Packaging therefore accounts for much of the number: this is a decision on two Velo Mini Pouch families in multiple containers, rather than a range of 24 flavors.

The manufacturer named in the FDA announcement is Modoral Brands Inc. BAT has identified Modoral as an indirect, wholly owned subsidiary of its U.S. business, Reynolds American Inc.

For the regulator, containers are more than a way to distinguish stock items. The FDA said packaging can affect moisture, product stability and shelf life, as well as safety. Each of the three container types in this decision incorporates certified child-resistant packaging.

One flavor differs between FDA pages

For Velo Mini Pouch 400 mg, the agency names Crema, Lime, Orange Crema and Passion Fruit. Velo Mini Pouch 2 400 mg also includes Crema, Lime and Orange Crema, but its fourth flavor is reported differently in two official sources.

The October 30 news announcement names Cinnamon for Velo Mini Pouch 2. The FDA’s authorized nicotine-pouch list instead records Passion Fruit for that family in Containers 1, 2 and 3. The difference remained when the pages were checked on October 31. Neither page, on its own, resolves which description needs correcting.

The authorization list now contains 67 nicotine pouch products across manufacturers.

What the marketing authorization means

The products went through the premarket tobacco product application, or PMTA, pathway. The FDA said it reviewed them under its nicotine-pouch pilot program, intended to make application reviews more efficient.

In explaining its decision, the agency reported lower levels of harmful and potentially harmful constituents than in cigarettes and smokeless tobacco products. Several carcinogenic constituents were not measurable in the Velo pouches, according to the FDA. Those chemical findings formed part of its assessment of benefits and risks to the population as a whole, including young people and people who do not use tobacco.

The permission to market these products is not a finding that they are safe, and the FDA says authorized tobacco products should not be described as “FDA approved.” The agency’s stated benefit concerns adults aged 21 and older who already use tobacco and switch completely. It cautioned that continuing to use cigarettes or smokeless tobacco alongside pouches does not offer the same degree of benefit. People who do not use tobacco should not start.
