Inside Canada’s Vape Sales Dashboard: Shipments, Values and Liquid Volumes
The 2023–24 dashboard follows manufacturer and importer shipments. Its reporting rules explain why the units cannot be mixed.
Health Canada’s vaping-sales dashboard, updated on February 27, 2026, reports 2023 and 2024 shipments from manufacturers and importers to wholesalers or retailers. It does not record individual checkout purchases.
The agency warns that shipment totals may differ from consumption in the receiving province or territory. That boundary matters before comparing category shares.
Three measures, different units
The Vaping Products Reporting Regulations define the required measures, including returns and the exclusion of taxes and duties from net sales value.
| Measure | Interpretation |
|---|---|
| Net sales value | Reported value after returns, excluding taxes and duties |
| Packages or units | Counts within the specified product category |
| Net liquid volume | Reported liquid quantity after returns |
A category can account for different shares of value and liquid volume. Device counts cannot establish user counts either: the records do not tell us how many items each person acquired.
The regulations require reports for January–June by the end of July, and July–December by the end of the following January. Submission dates do not make the subsequently published dashboard a live market tracker.
Some dashboard results are grouped to protect confidentiality where too few companies operate in a market. Company resubmissions and audits can also lead to revisions. A withheld breakdown should not become zero in a spreadsheet, and a revision should not be labeled new growth.
Keep the category, measure, geography and period unchanged, and record the retrieval date. Consumer spending requires a different dataset.
